O Governador João Doria anunciou nesta segunda-feira (1º) a decisão de descontingenciar R$ 20,7 milhões para a manutenção do Projeto Guri, maior programa sociocultural brasileiro, que promove iniciação e formação musical para crianças e adolescentes.
No anúncio, que contou também com a presença do Vice-Governador Rodrigo Garcia, do Secretário da Fazenda, Henrique Meirelles, e do Secretário de Cultura e Economia Criativa, Sérgio Sá Leitão, foram apresentadas as medidas previstas para que serviços essenciais, como o Projeto Guri, não sejam interrompidos.
“Não haverá nenhuma interrupção no Projeto Guri, que continuará operando regularmente como está, atendendo 64 mil crianças e adolescentes em todo o Estado, sem redução de alunos e professores. Neste ano, temos um investimento previsto de R$ 94,7 milhões para o Projeto Guri”, disse Doria.
Segundo estudo do IDIS (Instituto para o Desenvolvimento do Investimento Social) publicado em fevereiro – e baseado no impacto do Projeto Guri na capital durante os últimos três anos -, o valor do impacto social gerado pelo Projeto Guri corresponde a seis vezes o valor investido.
Em 382 polos, incluindo os polos Fundação Casa destinados a jovens em cumprimento de medidas socioeducativas, são atendidos aproximadamente 64 mil crianças e adolescentes por ano.
“Não há dúvida em relação à qualidade e importância do Projeto Guri e aos seus resultados. Certamente, a iniciativa sociocultural mais importante do país em resultados evidentes. Um recente estudo, feito pelo IDIS, especificamente sobre o Projeto Guri, demonstrou que para cada R$ 1 aportado pelo Governo do Estado, a sociedade recebe R$ 6,40 em serviços”, declarou o Secretário de Cultura e Economia Criativa, Sérgio Sá Leitão.
A Secretaria de Cultura e Economia Criativa tem realizado uma avaliação minuciosa dos contratos, programas e ações, levando em conta o impacto do contingenciamento, buscando implementar readequações para minimizar as consequências e buscar mais eficiência e eficácia.
O déficit fiscal projetado de R$ 10,5 bilhões em 2019 obrigou o Governo do Estado a determinar contingenciamento de R$ 5,7 bilhões em todas as áreas. Para a Cultura, foi estabelecido um contingenciamento de cerca de 23%, equivalente a R$ 150 milhões, incluindo os 24 contratos com Organizações Sociais e demais programas e ações.

O Projeto Guri, maior programa sociocultural brasileiro, mantido pela Secretaria de Cultura e Economia Criativa do Governo do Estado de São Paulo, promove iniciação e formação musical de qualidade e inclusão sociocultural, contribuindo positivamente para o desenvolvimento de crianças, adolescentes e seus familiares. Por meio de cursos de iniciação musical, luteria, canto coral, tecnologia em música, instrumentos de cordas dedilhadas, cordas friccionadas, sopros, teclados e percussão, são atendidas 64 mil crianças e adolescentes entre 6 e 18 anos (até 21 anos, nos Grupos de Referência e na Fundação Casa).
